چکیده: Abstract: The purpose of this research is to provide a multi-criteria decision-making method for outsourcing information systems requirements. In this research, a consolidated method for group decision-making in the field of information systems outsourcing is presented. This method prioritizes the possible options for outsourcing by using the combination of group fuzzy BWM and group fuzzy parametrization methods. According to this process, first the decision-making criteria are determined and then the weight of these criteria is determined by the decision-makers by the group BWM method. Then the options are evaluated in different criteria and the preference function of the decision makers is determined in each criteria and finally the options are prioritized by the proposed fuzzy prometheus method. Based on this, outsourcing costs have won the first rank among all sub-criteria. The financial strength of the contractor has won the second rank and the technical staff has won the third rank. The results of the Fuzzy Prometheus method showed that the outsourcing of central telecommunications systems (A5) ranked first, the outsourcing of telecommunications information systems of region 1 (A1) ranked second, the outsourcing of telecommunications information systems of region 3 (A3) ranked third, the outsourcing of telecommunications information systems Region 2 (A2) has won the fourth rank and telecommunication information system outsourcing of Region 4 (A4) has won the fifth rank.
